Dr Luc Rocher of the Oxford Internet Institute has called AI chatbots a “privacy disaster in progress,” noting that sensitive human information is being exposed in ways that current regulation has not kept pace with.

Carissa Véliz, an ethicist at Oxford University, has similarly argued that technologies which fail to clearly inform users about how their data is handled are eroding public trust. She stresses that users deserve transparency and choice over whether their data is made public.

These warnings are consistent with long-standing concerns that AI providers are moving faster than regulators, with weak or inconsistent controls around data sharing.

Who Is Responsible?

Google has confirmed that website owners, not search engines, determine whether content is indexed. In practice, this means responsibility lies with xAI, which could have prevented the problem by blocking the shared pages from being indexed. So far, xAI has not issued a detailed statement, leaving open questions about when the feature was introduced, why there were no clear warnings for users, and what steps will now be taken.

What Can Be Done Now?

The most immediate step would be for xAI to change how its share feature works, either by making links private by default or adding technical restrictions to stop indexing. Privacy experts also stress the need for clearer disclaimers so users understand the risks before sharing.

For users, the advice is to avoid using the share button altogether until changes are made. Screenshots or secure document sharing may be safer alternatives for distributing chatbot outputs. However, those people whose conversations are already exposed face a harder challenge because, even if pages are taken down, cached versions may persist online.

DeepSeek’s rise shows that these issues are not limited to one provider. With its open-weight release, concerns focus less on accidental exposure and more on where data is processed and how it may be governed under Chinese law. Security specialists warn, therefore, that uploading business information into DeepSeek could mean that sensitive material is stored in mainland China, beyond the reach of UK or European compliance frameworks. For companies, this means risk management must cover both inadvertent leaks, as with Grok, and structural governance gaps, as with DeepSeek.

For regulators and policymakers, the combined picture will likely feed into calls for stronger oversight of AI services, particularly as businesses increasingly rely on them for sensitive tasks. Voluntary measures may no longer be enough in a landscape where user data can be published at scale with a single click or transmitted to jurisdictions with very different rules on privacy and access.

The Grok exposure highlights the risks of rapid AI deployment without basic data protections, while DeepSeek’s open-weight advance illustrates how quickly competition can shift the ground beneath established players. For UK businesses, the lesson is that generative AI tools cannot be treated as safe environments for sensitive or commercially valuable information unless they are placed behind clear enterprise guardrails. Any organisation using these tools should assume that prompts and outputs could be made public, and should ensure that procurement, data governance frameworks and regulatory compliance are in place before rolling out AI systems at scale.

Privacy advocates and academics have been clear that these events illustrate systemic flaws, not isolated mistakes. Governments are already responding, with bans and suspensions in some countries and calls for investigations in others, and further measures are likely if risks are not addressed. For xAI, the task is to regain trust by fixing its sharing features. For DeepSeek, the challenge is to prove that low-cost open models can also deliver robust safeguards. For the AI industry as a whole, the message is that transparency, data protection and security must move from the margins to the centre of product design. Without that shift, trust from users and businesses will remain fragile, and the adoption of these tools will be held back.

New research shows that one in four European organisations have banned Elon Musk’s Grok AI chatbot due to concerns over misinformation, data privacy and reputational risk, making it far more widely rejected than rival tools like ChatGPT or Gemini.

A Trust Gap Is Emerging in the AI Race

The findings from cybersecurity firm Netskope point to a growing shift in how European businesses are evaluating generative AI tools. While platforms like ChatGPT and Gemini continue to gain traction, Grok’s higher rate of rejection suggests that organisations are becoming more selective and are prioritising transparency, reliability and alignment with company values over novelty or brand recognition.

What Is Grok?

Grok is a generative AI chatbot developed by Elon Musk’s company xAI and built into X, the social media platform formerly known as Twitter. Marketed as a bold, “truth-seeking” alternative to mainstream AI tools, Grok is designed to answer user prompts in real time with internet-connected responses. However, a series of controversial and misleading outputs (along with a lack of transparency about how it handles user data and trains its model) have made many organisations wary of its use.

Grok’s Risk Profile Raises Red Flags

While most generative AI tools are being rapidly adopted in European workplaces, Grok appears to be the exception. For example, Netskope’s latest threat report reveals that 25 per cent of European organisations have now blocked the app at network level. In contrast, only 9.8 per cent have blocked OpenAI’s ChatGPT, and just 9.2 per cent have done the same with Google Gemini.

Content Moderation Issue

Part of the issue appears to lie in Grok’s content moderation, or lack thereof. For example, the chatbot has made headlines for spreading inflammatory and false claims, including the promotion of a “white genocide” conspiracy theory in South Africa and casting doubt on key facts about the Holocaust. These incidents appear to have deeply shaken confidence in the platform’s ethical safeguards and prompted scrutiny around how the model handles prompts, training data and user inputs.

Companies More Selective About AI Tools

Gianpietro Cutolo, a cloud threat researcher at Netskope, said the bans on Grok highlight a growing awareness of the risks linked to generative AI. As he explained, organisations are starting to draw clearer lines between different platforms based on how they handle security and compliance. “They’re becoming more savvy that not all AI is equal when it comes to data security,” he said, noting that concerns around reputation, regulation and data protection are now shaping AI adoption decisions.

Privacy and Transparency

Neil Thacker, Netskope’s Global Privacy and Data Protection Officer, believes the trend is indicative of a broader shift in how European firms assess digital tools. “Businesses are becoming aware that not all apps are the same in the way they handle data privacy, ownership of data that is shared with the app, or in how much detail they reveal about the way they train the model with any data that is shared within prompts,” he said.

This appears to be particularly relevant in Europe, where GDPR sets strict requirements on how personal and sensitive data can be used. Grok’s relative lack of clarity over what it does with user input, especially in enterprise contexts, appears to have tipped the scales for many firms.

It also doesn’t help that Grok is closely tied to X, a platform currently under EU investigation for failing to tackle disinformation under the Digital Services Act. The crossover has raised uncomfortable questions about how data might be shared or leveraged across Musk’s various companies.

Not The Only One Blocked

Despite its controversial reputation, it seems that Grok is far from alone in being blocked. The most blacklisted generative AI app in Europe is Stable Diffusion, an image generator from UK-based Stability AI, which is blocked by 41 per cent of organisations due to privacy and licensing concerns.

However, Grok’s fall from grace stands out because of how stark the contrast is with its peers. ChatGPT, for instance, remains by far the most widely used generative AI chatbot in Europe. Netskope’s report found that 91 per cent of European firms now use some form of cloud-based GenAI tool in their operations, suggesting that the appetite for AI is strong, but users are choosing carefully.

The relative trust in OpenAI and Google reflects the degree to which those platforms have invested in transparency, compliance documentation, and enterprise safeguards. Features such as business-specific data privacy settings, clearer disclosures on training practices, and regulated API access have helped cement their position as ‘safe bets’ in regulated industries.

Musk’s Reputation

There’s also a reputational issue at play, i.e. Elon Musk has become a polarising figure in both tech and politics, particularly in Europe. For example, Tesla’s EU sales dropped by more than 50 per cent year-on-year last month, with some industry analysts attributing the decline to Musk’s increasingly vocal support of far-right politicians and his role in the Trump administration.

It seems that the backlash may now be spilling over into his other ventures. Grok’s public branding as an unfiltered “truth-seeking” AI has been praised by some users, but in a European context, it risks triggering compliance concerns around hate speech, misinformation, and AI safety.

‘DOGE’ Link

Also, a recent Reuters investigation found that Grok is being quietly promoted within the US federal government through Musk’s (somewhat unpopular) Department of Government Efficiency (DOGE), thereby raising concerns over potential conflicts of interest and handling of sensitive data.

What Are Businesses Doing Instead?

With Grok now off-limits in one in four European organisations, it appears that most companies are leaning into AI platforms with clearer data control options and dedicated enterprise tools. For example, ChatGPT Enterprise and Microsoft’s Copilot (powered by OpenAI’s models) are increasingly popular among large firms for their security features, audit trails, and compatibility with existing workplace platforms like Microsoft 365.

Meanwhile, companies with highly sensitive data are now exploring private GenAI solutions, such as running open-source models like Llama or Mistral on internal infrastructure, or through secured cloud environments provided by AWS, Azure or Google Cloud.

Others are looking at AI governance platforms to sit between employees and GenAI tools, offering monitoring, usage tracking and guardrails. Tools like DataRobot, Writer, or even Salesforce’s Einstein Copilot are positioning themselves not just as generative AI providers, but as risk-managed AI partners.

At the same time, it shows how quickly sentiment can shift. Musk’s original pitch for Grok as an edgy, tell-it-like-it-is alternative to Silicon Valley’s AI offerings found some traction among individual users. But in a business setting, particularly in Europe, compliance, reliability, and reputational alignment seem to matter more than iconoclasm.

Regulation Reshaping the Playing Field

The surge in bans against Grok also reflects a change in how generative AI is being governed and evaluated at the institutional level. Across Europe, regulators are moving to tighten rules on artificial intelligence, with the EU’s landmark AI Act expected to set a global precedent. This new framework categorises AI systems by risk level and could impose strict obligations on tools used in high-stakes environments like recruitment, finance, and public services.

That means tools like Grok, which are perceived to lack sufficient transparency or safety mechanisms, could face even greater scrutiny in the future. European firms are clearly starting to anticipate these regulatory pressures, and adjusting their AI strategies accordingly.

Grok’s Market Position May Be Out of Step

At the same time, the pattern of bans has implications for the competitive dynamics of the GenAI sector. For example, while OpenAI, Google and Microsoft have invested heavily in enterprise-ready versions of their chatbots, with controls for data retention, content filtering and auditability, Grok appears less geared towards business use. Its integration into a consumer social media platform and emphasis on uncensored responses make it an outlier in an increasingly risk-aware market.

Security and Deployment Strategies Are Evolving

There’s also a growing role for cloud providers and IT security teams in shaping how AI tools are deployed across organisations. Many companies are now turning to secure gateways, policy enforcement tools, or in some cases, completely air-gapped deployments of open-source models to ensure data stays within strict compliance boundaries. These developments suggest the AI market is maturing quickly, with an emphasis not only on innovation, but on operational control.

What Does This Mean For Your Businesses?

For UK businesses, the growing rejection of Grok highlights the importance of due diligence when selecting generative AI tools. With data privacy laws such as the UK GDPR still closely aligned with EU regulations, similar concerns around transparency, content reliability and compliance are just as relevant domestically. Organisations operating across borders, particularly those in regulated sectors like finance, healthcare or legal services, are likely to favour tools that not only perform well but also come with clear safeguards, documentation and support for enterprise-grade governance.

More broadly, the story of Grok is a reminder that in today’s AI landscape, branding and ambition are no longer enough. The success of generative AI tools increasingly depends on trust, i.e. trust in how data is handled, how outputs are generated, and how tools behave under pressure. For developers and vendors, that means security, transparency and adaptability must be built into the product from day one. For businesses, it means asking tougher questions before deploying any new tool into day-to-day operations.

While Elon Musk’s approach may continue to resonate with individual users who value unfiltered output or alignment with particular ideologies, enterprise buyers are clearly playing by a different rulebook. They’re looking for stability, accountability and risk management, not provocation. As regulation tightens, that divide is likely to widen.

Following on from the launch of OpenAI’s ChatGPT, Google’s Bard (and Duet), Microsoft’s Copilot, and X’s Grok, now Amazon has announced that it will soon be launching its own ‘Q’ generative AI chatbot (for business).

Cue Q 

Amazon has become the latest of the tech giants to announce the introduction of its own generative AI chatbot. Recently announced at the Las Vegas conference for its AWS, ‘Q’ is Amazon’s chatbot that will be available as part of its market-leading AWS cloud platform. As such, Q is being positioned from the beginning as very much a business-focused chatbot with Amazon introducing the current preview version as: “Your generative AI–powered assistant designed for work that can be tailored to your business.” 

What Can It Do? 

The key point from Amazon is that Q is a chatbot that can be tailored to help your business get the most from AWS. Rather like Copilot is embedded in (and works across) Microsoft’s popular 365 apps, Amazon is pitching Q as working across many of its services, providing better navigation and leveraging for AWS customers with many (often overlapping) service options. For example, Amazon says Q will be available wherever you work with AWS (and is an “expert” on patterns in AWS), in Amazon QuickSight (its business intelligence (BI) service built for the cloud), in Amazon Connect (as a customer service chatbot helper), and will also be available in AWS Supply Chain (to help with inventory management).

Just like other AI chatbots, it’s powered by AI models which in this case includes Amazon’s Titan large language model. Also, like other AI chatbots, Q uses a web-based interface to answer questions (streamlining searches), can provide summaries, generate content and more. However, since it’s part of AWS, Amazon’s keen to show that it adds value by doing so within the context of the business it’s tailored to and becomes an ‘expert’ on your business. For example, Amazon says: “Amazon Q can be tailored to your business by connecting it to company data, information, and systems, made simple with more than 40 built-in connectors. Business users—like marketers, project and program managers, and sales representatives, among others—can have tailored conversations, solve problems, generate content, take actions, and more.” The 40 connectors it’s referring to include popular enterprise apps (and storage depositories) like S3, Salesforce, Google Drive, Microsoft 365, ServiceNow, Gmail, Slack, Atlassian, and Zendesk. The power, value, and convenience that Q may provide to businesses may also, therefore, help with AWS customer retention and barriers to exit.

Benefits 

Just some of the many benefits that Amazon describes Q as having include:

– Delivering fast, accurate, and relevant (and secure) answers to your business questions.

– Quickly connecting to your business data, information, and systems, thereby enabling employees to have tailored conversations, solve problems, generate content, and take actions relevant to your business.

– Generating answers and insights according to the material and knowledge that you provide (backed up with references and source citations).

– Respecting access control based on user permissions.

– Enabling admins to easily apply guardrails to customise and control responses.

– Providing administrative controls, e.g. it can block entire topics and filter both questions so that it responds in a way that is consistent with a company’s guidelines.

– Extracting key insights on your business and generating reports and summaries.

– Easy deployment and security, i.e. it supports access control for your data and can be integrated with your external SAML 2.0–supported identity provider (Okta, Azure AD, and Ping Identity) to manage user authentication and authorisation.

When, How, And How Much? 

Q’s in preview at the moment with Amazon giving no exact date for its full launch. Although many of the Q capabilities are available without charge during the preview period, Amazon says It will be available in two pricing plans: Business and Builder. Amazon Q Business (its basic version) will be priced at $20/mo, per-user, and Builder at $25/mo, per-user. The difference appears to be that Builder provides the real AWS expertise plus other features including debugging, testing, and optimising your code, troubleshooting applications and more. Pricewise, Q is cheaper per month/per user than Microsoft’s Copilot and Google’s Duet (both $30).

Not All Good 

Despite Amazon’s leading position in the cloud computing world with AWS, and its technological advances in robotics (robots for its warehouses), its forays in space travel (with Amazon Blue) and into delivery-drone technology, it appears that it may be temporarily lagging in AI-related matters. For example, in addition to being later to market with this AI chatbot ‘Q’, in October, a Stanford University index ranked Amazon’s Tital AI model (which is used in Q) as bottom for transparency in a ranking of the top foundational AI models with only 12 per cent (compared to the top ranking Llama 2 from Meta at 54 per cent). As Stanford puts it: “Less transparency makes it harder for other businesses to know if they can safely build applications that rely on commercial foundation models; for academics to rely on commercial foundation models for research; for policymakers to design meaningful policies to rein in this powerful technology; and for consumers to understand model limitations or seek redress for harms caused.” 

Also, perhaps unsurprisingly due to Q only just being in preview, some other reports about it haven’t been that great. For example, feedback about Q (leaked from Amazon’s internal channels and ticketing systems) highlight issues like severe hallucinations and leaking confidential data. Hallucinations are certainly not unique to Q as reports about and admissions by OpenAI about ChatGPT’s hallucinations have been widely reported.

Catching Up 

Amazon also looks like it will be makingeven greater efforts to catch up in the AI development world. For example, in September it said Alexa will be getting ChatGPT-like voice capabilities, and it’s been reported that Amazon’s in the process of building a language model called Olympus that could be bigger and better than OpenAI’s GPT-4!

What Does This Mean For Your Business?

Although a little later to the party with AI chatbot, Amazon’s dominance in the cloud market with AWS means it has a huge number of business customers to sell its business-focused Q to. This will not only provide another revenue stream to boost its vast coffers but will also enhance, add value to, and allow customers to get greater leverage from the different branches of its different cloud-related services. What with Microsoft, Google, X, Meta, and others all having their own chatbot assistants, it’s almost expected that any other big players in the tech world like Amazon would bring out their own soon.

Despite some (embarrassing internal) reviews of issues in its current preview stage and a low transparency ranking in a recent Stanford report, Amazon clearly has ambitions to make fast progress in catching up in the AI market. With its market power, wealth, and expertise in diversification and its advances in technologies like space travel and robotics and the synergies it brings (e.g. satellite broadband), you’d likely not wish to bet against Amazon making quick progress to the top in AI too.

Q therefore is less of a standalone chatbot like ChatGPT (OpenAI and former workers have helped develop AI for others) and more of Copilot and Duet arrangement in that it’s being introduced to enhance and add value to existing Amazon cloud services, but in a very focused way (more so for Builder) in that it’s “trained on over 17 years’ worth of AWS knowledge and experience”.

Despite Q still being in preview, Amazon’s ambitions to make a quantum leap ahead are already clear if the reports about its super powerful, GPT-4 rivalling (still under development) Olympus model are accurate. It remains to be seen, therefore, how well Q performs once it’s really out there and its introduction marks another major move by a serious contender in the rapidly evolving and growing generative AI market.
